IPS was founded by a team of licensed construction and management professionals who recognized the critical need for a strong partnership between construction teams and property management in the multifamily industry. Our expertise lies in property renovation and repositioning to stabilize and maximize the value of your asset.

Our Story
A History of Multifamily Excellence
IPS Multifamily was founded in 2007 with a clear mission: to create a seamless, strategic partnership between construction teams, property managers, and owners in the multifamily apartment industry. We recognized the need for a contractor that truly understood the unique challenges and goals of this market.
Our commitment to serving the multifamily segment deepened in 2010 with the acquisition of Graham’s Roofing Company. This addition gave us the in-house expertise to handle total interior and exterior rehabilitation projects, from complex roof replacements to full-scale interior renovations.
As a licensed, insured, and bonded general contractor, we’re dedicated to high-quality work and delivering projects on time and on budget. We are your full-service multifamily solutions provider.

Our Expert Team
Clint Phelps
President
Clint joined Integrity Property Services in January 2008 and brings over 20 years of construction experience, encompassing both new development and rehabilitation projects.
Before joining IPS, Clint managed the construction of approximately 50 new homes per year with Lennar Homes, overseeing every aspect of the process—from site planning, zoning, and permitting to construction, stormwater management, and code compliance. He also owned and operated a successful construction company specializing in multifamily interior renovations, giving him a comprehensive understanding of the industry from the ground up.
As President and Co-Owner of Integrity Property Services Multifamily since 2023, Clint is driven by a clear mission: to eliminate friction in the construction process and empower teams to achieve greater productivity and efficiency. His leadership has been instrumental in expanding IPS Multifamily business development and strengthening its project management operations.
Clint is a proud Purdue University graduate and holds a Certified Building License in the State of Florida. He has also successfully completed the NASCLA Accredited Examination Program, demonstrating his commitment to the highest standards of professionalism and expertise.
When Clint is not coaching youth sports, he is an avid outdoorsman, enjoying fishing & hunting any chance he gets! Clint resides in St. Petersburg, Florida, with his wife and business partner, Katie and their two children.
Katie Phelps
Co-Owner and Strategic Manager
Katie joined Integrity Property Services Multifamily in January 2023. Alongside her husband and business partner, Clint, she serves as co-owner and plays an integral role in the company’s strategic management and executive leadership.
A proud Purdue University graduate, Katie also holds a multiple Broker license in the state of Florida. Her professional background is diverse—spanning from elementary education teacher and team leader to Managing Broker of Phelps Realty Group, a boutique real estate firm, and participation in multiple successful dental practice transitions.
Rooted in her strong Midwestern values, Katie brings integrity, dedication, and community spirit to everything she does. Early in her real estate career, she received the Pinellas Realtor Organization’s “Good Neighbor” Award for her outstanding community involvement—a reflection of her deep commitment to giving back and supporting local causes that make a difference.
Outside of work, Katie enjoys spending time on the water boating and fishing with Clint and their two children. She’s also her kids’ biggest fan, cheering them on at every youth sporting and theatre event.

Greg joined the IPS team in 2012 bringing with him over 25 years of sales and marketing experience gained from working for a variety of companies, including several of his own. During his first year at IPS, Greg worked as a construction manager where he built the foundation and knowledge of the Multi-Family Industry. With this knowledge, Greg is now responsible for IPS’s strategic planning and implementation of sales and marketing activities to drive company direction and growth. Greg graduated from The University of Kentucky with a degree in Marketing and resides in Sun City, FL with his wife .

Tom merged Grahams Roofing with IPS in 2012 and now is responsible for overseeing all exterior production for IPS Multifamily. He previously ran Kodiak services Florida division before starting his own company (Grahams Roofing). Tom has over 30 years’ experience with all phases of interior and exterior construction. He resides in Palm Harbor, FL with his wife and son.
Efrain Cuellar
Director of Interior Renovations

Efrain joined the IPS team in 2021 with over 20 years of residential construction and management experience throughout Central Florida, including his own renovation business. He also brings a comprehensive network of local trades throughout Florida. With his experience, coupled with a Bachelor of Science in Business Management, Efrain has been able to activate and instill new operational improvement of systems and processes for the Multi-Family Division. Efrain lives in Central Florida and is happily married with two beautiful daughters.
Joseffa (Jo) Barros
Director Of Accounts/Office Manager

Josefa Barros (Jo) is Head of Accounts for IPS Multifamily LLC who is responsible for helping to ensure the company’s financial health while keeping in compliance. She is a graduate from Seaton Hall University Business School with a degree in Business Management and a minor in accounting. She comes from a very extensive background in financial recordkeeping, 401K management, Payroll and Tax accounting and auditing. She has spent most of her career working for a top fortune 100 company in the Aero Space industry before transitioning to a tax accounting firm prior to starting with IPS Multifamily
Nicole Patneaude
Regional Sales Manager

Nicole joined the IPS Multifamily team in the spring of 2024 and brings more than a decade of experience in the construction industry. Her professional background includes design, renovation project management, sales, and marketing, providing her with a comprehensive understanding of both client needs and operational execution.
She is deeply committed to serving as an effective liaison between clients and the company, ensuring that each project progresses efficiently from initial proposal through final completion. Nicole is focused on enhancing engagement with IPS Multifamily existing partners while also building strong, lasting relationships with new partners across the multifamily industry.
Outside the workplace, Nicole enjoys spending time at the beach, traveling and reading. She resides in South Tampa with her husband, daughter and their two labradoodles.
